At the May Energy Conversation (EC), the EC Project Manager, the Naval Postgraduate School, recognized two government exemplars who are showcasing how to " Listen, Learn, Connect, Share, Collaborate" across government.

Mr. Richard Kidd, Director of FEMP, which facilitates energy management and investment decisions across the federal government in order enhance energy security and environmental protection.
In a relatively short period of time, Richard Kidd and his superb team have shown enormous innovative leadership revitalizing a range of interagency and cross-sector channels of communication helping to strengthen energy conversations between federal agencies and the private sector, as well as federal agencies and the nonprofit community. Success will not be possible if each agency tries to go it alone and is isolated from the learning that may be taking place in other federal agencies or in the private sector. Recent changes in structure, activities, and attitude within FEMP have created avenues for this exchange of information representing the ideals of this forum, the Energy Conversation.

Dr. Linton Wells II, who holds the Transformation Chair at National Defense University and his Star-Tides team are breaking ground in sharing information in an open, transparent way across government and across sectors using web tools, open-data formats, and open-source community development platforms. They’re modeling how data and information can be widely and easily shared across organizations.
STAR-TIDES is an international, information-sharing research project that promotes sustainable, affordable support to stressed populations—post-disaster, impoverished, or post-war in a domestic or foreign context for short- or long-term operations, with or without military involvement. It is an international research project to promote unity of effort among diverse organizations where there is no unity of control. As such it seeks to build bridges across boundaries between business, civil society and government stakeholders who are working toward common goals.
